Pacific Coast Engineering provides project-level engineering, prototyping and fabrication services, including drafting, structural and thermal analysis, circuit design, layout and PCB fabrication and software & firmware development.

Stockmans Energy (San Luis Obispo, CA) - VP Engineering
Designed grid-tied and off-grid PV solar arrays and battery storage systems; developed permit applications for same. Supervised electricians, and trainees, during project installation; performed customer training on completion. Instructed electrician trainees in basics of electrical circuits. Developed detailed bills of materials (BOMs) and cost estimates. Wrote state and federal grant applications to fund customer projects. Performed design and field installation of commercial, and agricultural automation systems, including pump controllers, Variable Frequency Drives (VFDs), magnetic and ultrasonic flow meters, and hydraulic control circuits. Designed and installed integrated, facility-wide controls, including cellular and radio-frequency wireless telemetry, and wired PLC/SCADA systems. Calibrated control systems to optimize system efficiency, based on electrical time of use rate structures, and pump efficiency curves. Diagnosed, maintained and repaired microprocessor-based control devices and associated sensors.
BMW of North America (Oxnard, CA) – Lead Project Engineer
Served as lead engineer for a project to re-purpose high-voltage, lithium-ion electric vehicle (EV) batteries in a grid-tied, stationary energy storage application with photovoltaic backing. Developed system-level topology, detailed component specifications, electrical schematics and mechanical drawings. Researched and interviewed prospective contractors and vendors. Wrote requests for proposal (RFQs) and supplier contracts; performed vendor negotiations to ensure excellent value. Advised project manager on technical issues; served as technical liason between the project manager and service and equipment providers as well as permitting authorities.
ES Aero, Inc (San Luis Obispo, CA) - Test Engineer
Prototyped, tested, and tuned 900V-class traction inverters for electric and hybrid aircraft, including the NASA X-57. Designed and built specialized test equipment, including kW-class dynamometer control systems, pre-chargers, load banks and voltage clamps. Wrote Small Business Innovation Research (SBIR) applications to fund research and development of power electronics. Instructed interns and junior engineers in electrical theory and safe use of test equipment.
Scientific Drilling, Inc (Paso Robles, CA) – Reliability Engineer
Performed lab and field troubleshooting, diagnostics and repair of electrical and mechanical systems used in oil and gas exploration, including surface gear, running gear, precision gyroscopes, magnetometers, inclinometers and gamma sensors. Recommended electrical and mechanical design changes and manufacturing improvements to increase reliability and manufacturability. Performed failure analyses, presented findings to senior management and customers. Used SolidWorks and LabView to design and fabricate electro-mechanical test systems, including mechanics, digital and analog control and power electronics; wrote and implemented shock, vibration and HALT testing test plans. Supervised two to three junior engineers.
AC Propulsion, Inc (San Dimas, CA) - Engineering Test Supervisor
Supervised 2-5 engineers, technicians and interns responsible for electric vehicle (EV) inverter production, including component-, board- and system-level assembly as well as bench, dynamometer and in-vehicle testing, debugging and repair. Maintained production parts supply; developed and deployed production and test procedures; trained assembly and test Staff in United States and China. Implemented production, warranty and quality tracking systems. Maintained product quality through FMEA, failure analyses, Engineering Change Orders and Corrective Action Requests. Gathered customer specification, provided phone, email and field troubleshooting, repair and warranty service for existing customers. Researched, developed and brought into production prototype components to reduce product cost and increase manufacturability and quality. Tested EV components and systems to SAE and EU temperature, humidity and vibration specifications. Developed reports for senior management reflecting the historical, current and forecast status of production and product quality.
Designed and built automated test equipment for production and R&D testing of digital and analog control boards, power electronics and traction batteries using LabView, Python and LabJack hardware and software. Performed analog and digital circuit design and PCB board layout. Performed bench, dynamometer and in-vehicle testing, debugging and repair of electric vehicle inverters, analog and digital control circuits, induction motors, auxiliary power supplies and battery monitoring systems.
Pacific Coast Engineering is owned and operated by Alexander Bugrov, with over twenty years of experience as a practicing engineer in the fields of battery & hybrid electric vehicles, UAVs, solar energy, oil & gas and agricultural technology.
Alex holds Bachelors and Masters degrees in Mechanical Engineering, with a concentration in Mechatronics, and a Minor in Computer Science from California Polytechnic State University. The company is based in San Luis Obispo County and has provided quality service on the Central Coast since 2002.
